Document Description
Government Code Section 56430 requires LAFCO to conduct a Municipal Service Review (MSR) of all cities and all special districts in the County that provide municipal services. MSRs are required prior to the establishment and update of Spheres of Influence (SOIs). Government Code Section 56430 requires LAFCO to conduct a MSR of the municipal services provided in the county and prepare a written statement of its determinations with respect to each of the following: Infrastructure needs or deficiencies; Growth and population projects for the affected area; Financing constraints and opportunities; Cost avoidance opportunities; Opportunities for rate restructuring; Opportunities for shared facilities; Government structure options, including advantages and disadvantages of consolidation or reorganization of service providers; Evaluation of management efficiencies; and Local accountability and governance.
