The proposed project to divide an existing 4.1-acre parcel into two parcels in a private open space/recreational zone for the existing recreational and residential use is in conformance with the General Plan and Zoning Ordinance. No variances or exceptions are required, and all services and access to the newly created parcels are available. The parcel was not involved in a division of a larger parcel within the previous 2 years, and the parcel does not have an average slope greater than 20%. The site is already developed with recreation facilities and one existing residence. No change of use and no additional development are currently proposed. There are no unusual circumstances related to the subject project or property that would require further environmental review. There is no evidence that the project as proposed will have a significant adverse effect on the environment.
