A Special Permit is required for the reduction of a 100' Streamside Management Area (SMA) setback per Section 314-61.1 of the HCC. The project proponent seeks to place +/-220,000 engineered cubic yards of fill (mostly from Caltrans highway repair sites) within a portion of a +/-75 acre vacant parcel where currently a perennial creek and small lake are located. The result of the project will be a filled area where the lake previously was and two new smaller ponds connected by a rerouted creek. No new construction is proposed.
