The Air District's issuance of a two-year renewal of the Authority to Construct for the equipment included in Dutra's Haystack Landing plant (Air District Facility 16483), which will be a stationary hot-mix asphalt plant with new equipment capable of processing recycled crumb rubber tires along with the conventional asphalt concrete. The two-year term will end on December 16, 2025. The plant will include aggregate and reclaimed asphalt bins, conveyors and stockpiles, an aggregate screen, an asphalt oil heater and storage tanks, an asphalt drum mixer/dryer, asphalt silos, and a truck load-out, along with pollution abatement devices and other related equipment.
