Document Description
The proposed project is an amendment to the Central Concord Redevelopment Plan (Redevelopment Plan Amendment) to: (1) add territory to the existing Redevelopment Project Area; (2) increase the limit on the amount of bonded indebtedness secured by tax increment that may be outstanding at one time for Parcels II, III and IV of the existing Redevelopment Project Area; and (3) make certain clarifying and technical changes to ensure the existing Redevelopment Plan is consistent with previously adopted ordinances. The proposed area to be added comprises three non-contiguous subareas: the North Concord Subarea (187.6 acres), the Willow Pass Corridor Subarea (89.4 acres), and the Monument Boulevard Corridor Subarea (123.1 acres). The existing Redevelopment Project Area comprises 672 acres and includes the City's Central Business District, the downtown Concord BART station, two major shopping centers, two hotels, and over 3.8 million square feet of office space. The Added Area could add up to an estimated 1.3 to 3.2 million square feet of commercial, mixed use, office and industrial space, according to probable and maximum assumptions used to estimate buildout on vacant and underutilized sites.
