Document Description
The project would allow Zone 7 to store a portion of its State Water Project (SWP) allocation in CWD's groundwater basin; in turn, a portion of the banked water would be recovered from CWD when needed (during drought periods). Zone 7 will use this project to meet an identified need for additional dry-year water supplies through storage of surplus water outside its service area. The agreement allows Zone 7 to store (over time) a maximum cumulative volume of 120,000 acre ft pf water with CWD. In a given year, a portion of Zone 7's SWP allocation would be delivered, via existing facilities, to agricultural landowners in the CWD serviuce area for use in-lieu of pumping groundwater, thus allowing recharge og the aquifer. CWD can also use its recharge facilities to store Zone 7 deliveries. In times of drought, Zone 7 would be allowed to recover a minimum guaranteed volume of 10,000 acre ft per annum during the non-irrigation season (Sept through April) at a two-for-one exchange rate (for every two acre ft of water stored in CWD, Zone 7 would receive one acre-ft in return). CWD is a Member Unit of the Kern County Water Agency (KCWA), which also has SWP contract rights.
