Zone 7 Water Agency proposes to acquire up to 10,000 acre-feet per annum (afa) of supplemental, dry year water supply by participating in a long-term, in-lieu water banking program managed by Cawelo Water District (CWD). CWD's banking program would allow Zone 7 to store its surplus State Water Project allocation in CWD's groundwater basin; in turn, a portion of the banked water would be recovered from CWD when needed (during drought periods), with Zone 7 taking delivery at Bethany Reservoir and the South Bay Aqueduct. This transfer would serve municipal, industrial, and agricultural uses within Zone 7's service area and be integrated with Zone 7's existing water supply sources.
