The Plan describes blight in the Project area, and sets forth a general program for the redevelopment, rehabilitation and revitalization of the Project Area. The Plan and California Redevelopment law specifically provide the Agency with powers, duties and obligations to implement the specific projects for the redevelopment, rehabilitation and revitalization of the Project Area. Instead, the Plan presents a process and a basic framework within specific development plans will be presented, priorities for specific projects will be established, and specific solutions will be proposed, and provides tools to the Agency to fashion, develop and proceed with such specific plans, projects, and solutions.
