Document Description
The Phase 2 Los Vaqueros Reservoir Expansion Project – Water Operations involves: (1) continued diversion of water from Permittee’s four points of diversion (Mallard Slough, Old River, Middle River at Victoria Canal and Rock Slough) and (2) maintenance activities associated with Permittee’s water diversion intakes. Operations of the facilities during the permit term are separated into two phases: (1) Near-term Operations and (2) Long-term Operations. During the Near-term Operations phase, Permittee will operate its facilities similar to current operations with a maximum annual diversion limit of 222 TAF/year. The Long-term Operations phase begins after the Permittee completes construction of the proposed Transfer Bethany Pipeline. During the Long-term Operations phase, Permittee may operate to increase its annual diversion limits up to 439 TAF/year.
The Project also involves in-water maintenance activities at the Mallard Slough pump station and intake, Old River Intake and Pump Station, Middle River intake and pump station and the Rock Slough intake and pump station, as well as, the mechanical removal of aquatic weeds, herbicide application for aquatic weeds, inspection and replacement of facilities, washing of land-based facilities, wet well cleaning, fish screen cleaning and maintenance, graffiti removal as well as sign repair and replacement.
The Project will result in impacts to longfin smelt (Spirinchus thaleicichthys), Delta smelt (Hypomesus transpacificus), spring-run Chinook salmon (Oncorhynchus tshawytscha), and winter-run Chinook salmon (Oncorhynchus tshawytscha) at the Mallard Slough intake and pump station, Old River intake and pump station, Middle River intake and pump station (located on Victoria Canal) and the Rock Slough intake. The project is expected to result in incidental take of longfin smelt, designated as threatened; Delta smelt, designated as endangered; spring-run Chinook salmon, designated as threatened; and, winter-run Chinook salmon, designated as endangered, under CESA. The ITP referenced above as issued by CDFW authorizes incidental take of species listed under CESA that may occur as a result of Project implementation.
