The site is completely disturbed land with no vegetation or wildlife habitat. The location of the site is substantially concealed from public view. The activity will not add vehicle trips, air pollution, light pollution or noise pollution as it only provides an enclosed space for an already-occurring activity. It can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.
