After considering the available options for compliance with the California Environ-mental Quality Act (CEQA) for this updated 2022 Parcel 2 Development Plan, the City concluded that due to potential changes in circumstances since the 2016 approval and the addition of several new environmental topics in the standard Initial Study Environmental Checklist Form (such as Energy and Vehicle Miles Traveled (VMT)), a new Addendum should be compiled for consideration with the 2022 Parcel 2 Development Plan. Thus, the City adopted a new Addendum, Addendum No. 4, to the previously certified SPEIR in order to evaluate this proposed second-tier project approval.
