The Project is implementation of a Removal Action Work plan (RAW) for the construction of a cap for the mitigation of lead-impacted soil and completion of a removal action of undocumented fill beneath portions of the proposed development associated with the presence of a former "burn dump" at 3527 Santa Ana Avenue, El Monte, California (site). The draft RAW recommends installation, operation, and maintenance of a Geosynthetic Clay Layer (GCL)), to be installed at the ground surface as a means to prevent direct contact with the lead impacted soil. Furthermore, an Operations and Maintenance plan will be developed to ensure the integrity of the cap in perpetuity. Finally, the land owner will record a Land Use Covenant, ensure future land use is consistent with the proposed development and DTSC is to be notified of any changes to future land use.
