Document Description
The applicant proposes earthmoving activities and implementation of erosion control measures associated with the conversion of an existing +/- 50-acre eucalyptus orchard to vineyard. Approximately 37.25 acres of the existing orchard would be converted to vineyard. The remaining +/- 13 acres would be restored to natural habitat by removal and control of the eucalyptus. The project would occur on land slopes ranging from 7-30%, averaging 18%, within a 148.62 acre holding. The project applicant has prepared an Erosion Control Plan pursuant to Napa County "Conservation Regulations," County Code Chapter 18.108.

Reasons for Exemption
The project consists of a change from one type of agricultural use (eucalyptus orchard) to a different type of agricultural use (vineyard). There would be no expansion in area of the existing agricultural use and there would be only minor alterations of the existing topography. A decrease in erosion and runoff is anticipated and no groundwater would be used for the project. The project would also restore a portion of the eucalyptus orchard to natural habitat. The project is not located in an environmentally sensitive area and its impact on the environment is insignificant, individually and cumulatively. There is no reasonable possibility that the project will have a significant effect on the environment, or damage scenic resources. It is not located on or near a listed hazardous waste site and it will not cause adverse change to a significant historical resource.
