Abutting properties include undeveloped land, agriculture, residential uses, public lands and limited commercial and industrial uses The alignment is within the jurisdiction of the cities of Escondido and Encinitas and the County of San Diego. General Plan designations generally include rural residential, agricultural, impact sensitive, extractive, and ecological resource/open space/parks. The portion within the City of Encinitas is also within the Coastal Zone.
Document Description
The project involves Operations and Maintenance (O&M) activities associated with the Escondido Sewer Outfall alignment as necessary to ensure the safe and reliable operation of the City of Escondido's sewer outfall and to ensure compliance with federal and state laws for O&M and emergency procedures and standards. O&M activities will be conducted in accordance with protocols established to avoid and minimize impacts to environmental resources.
