The portion within the City of Encinitas is also within the Coastal Zone.

The project involves Operations and Maintenance (O&M) activities associated with the Escondido Sewer Outfall alignment as necessary to ensure the safe and reliable operation of the City of Escondido's sewer outfall and to ensure compliance with federal and state laws for O&M and emergency procedures and standards. O&M activities will be conducted in accordance with protocols established to avoid and minimize impacts to environmental resources.
