Document Description
In accordance with California Code of Regulations, title 22, section 66270.42, NASA Dryden Flight Research Center (NASA) revised the Closure/Post-closure Plan for their Shuttle Hazardous Waste Storage Facility (SHWSF). NASA is closing the facility because it will not be needed in the future and has received much less use than originally planned. The facility was used exclusively for storing materials generated during Shuttle de-servicing, after landing, prior to returning it to the Kennedy Space Center (KSC). Because the actual use of the facility was significantly less than what was anticipated when the permit was issued, it is appropriate to reduce the scope of the Closure Plan.

Reasons for Exemption
1. The facility has had limited use and there is no evidence of a release. The facility was used for much less than its intended volume to handle the wastes. 2. Hydrazine is highly reactive and toxic and very careful handling and documentation for safety occurred due to acute human safety concerns. 3. If undocumented releases occurred, the proposed shallow samples should contain detectable concentrations of any breakdown products, which trigger additional sample collection. 4. If any contamination is found as a result of random wipe samples during confirmatory sampling, the extent-of-contamination elements of the original closure plan would be implemented.
