Document Description
This project involves DTSC's approval of a Removal Action Workplan (RAW) which will be carried out at the Oakdale High School Expansion (Site) for the excavation and off-site disposal of approximately 2,600 cubic yards of soil contaminated with chlordane, and lead. During the proposed excavation, no student, faculty, staff, or unauthorized persons will be on the Site. In addition, the area which is subject to this removal action will be surrounded by a six-foot tall chain link fence to prevent unauthorized entry.

Reasons for Exemption
1. The project is a minor cleanup action to be taken to prevent, minimize, stabilize, mitigate, or eliminate the release or threat of release of a hazardous waste or substance. The project is a small removal action with an estimated cost of $765,000 which falls below the cost criteria of $1 million identified in section 15330 of Title 14, California Code of Regulations. 2. The Site is not on the Hazardous Waste and Substances Sites list, compiled pursuant to Government Code section 65262.5 and is not in a sensitive area of biological or cultural resource significance. 3. The RAW includes an Excavation Plan, Engineering Evaluation/Cost Analysis, Health and Safety Plan, Quality Assurance Project Plan, Transportation, and Air Monitoring and Dust Control Plan. This small removal action will not have a significant effect on the environment because of the volume, low level of work activity (minor excavation and disposal), short project duration (approximately 34 days), and control measures associated with excavation and off-site disposal of the contaminated soils at the Site.
