Document Description
In accordance with California Health and Safety Code, chapter 6.5, section 25200, and the California Code of Regulations, title 22, chapter 21, the Department of Toxic Substances Control (DTSC) approved a Hazardous Waste Facility Permit (Permit) renewal request submitted by Edwards Air Force Base (EAFB). This Permit authorizes EAFB to operate its Hazardous Waste Support Facility (HWSF), as described below. The only modification to existing facility operations is that EAFB will be accepting additional wastes, of the same waste types, that exhibit the same hazardous waste characteristics, as those currently authorized. There will not be an increase in authorized waste capacity over existing volumes, and existing operational and safety (handling) procedures will remain in effect and unchanged. In addition, EAFB has on file a base-wide mitigation plan for the protection of the environment.

Type, Section or Code
Section 15061(b)(3)
Reasons for Exemption
Approval of the Permit will not result in any physical changes to the existing baseline environmental setting at or near the HWSF, nor will it change the conditions EAFB has historically complied with under the provisions of Chapter 6.5 of the California Health and Safety Code and Division 4.5 of California Code of Regulations, title 22. These provisions are intended to ensure that facility operations are protective of human health and the environment. Additionally, there is ongoing environmental review on base for the Open Burn/Open Detonation, Subpart X, Permit Modification. Consequently, DTSC finds that there is no possibility that approval of this project would have a significant effect on the environment.
