Section 15304 of CEQA exempts projects that consist of alterations in the condition of land, water, and/or vegtation that do not involve the removal of healthy, mature, scenic trees, except for forestry and agricultural purposes. This project involves the installation of grass, playground equipment and picnic tables on undeveloped property. The site is level and void of vegetation, trees and water. The project wil not remove any heritage trees. Therefore, the project meets the provisions of this exemption.
