The project is comprised of the earthmoving activities on slopes greater than 5% associated with approximately 65 acres (with 89 gross acres of disturbance) of new vineyard development. Pursuant to Chapter 18.108 of the County Code (Conservation Regulations), Erosion Control Plan Applications (ECPA) are required for agricultural projects involving grading and earthmoving activities on slopes over 5%. Napa County is responsible for approval of the ECPA pursuant to Chapter 18.108 of the Napa County Code. The ECPA was prepared in accordance with Chapter 18.108 of the Napa County Code. The project is designed to minimize impacts to water quality and environmental effects in accordance with 18.108.070 of the County Code. For CEQA purposes, the project under consideration is the earthmoving and/or grading activities occurring on slopes greater than 5% and installation of the ECP.
