Document Description
Existing law, Chapter 526, Statues of 2003 (SB 20, Sher), as amended by Chapter 863, Statutes of 2004 (SB 50, Sher), Chapter 84, Statutes of 2004 (AB 901), Jackson), and Chapter 59, Statutes of 2005 (AB 575, Wolk), enacted the Electronic Waste Recycling Act of 2003. Title 14 Calfironia Code of Regulations, Division 7, Chapter 8.2, commencing with Section 18660.5, based on the authority of this Act, established a registration system for collectors and recyclers, a payment system for the same entities, reporting requirements for manufactures of covered electronic devices and the protection from disclosure of confidential and proprietary information submitted to the California Integrated Waste Management Board (CIWMB) by retailers, collectors, recyclers and manufacturers, as well as provide conditions for a cost-free collection opportunity and manufacturer payment take-back. After almost a year of progress operation, several administrative changes must be made to the regulations to facilitate fiscal claiming and accounting.
