The purpose of the proposed project is to provide additional public access opportunities within the North Unit of the Napa Plant Site Restoration Project, while protecting sensitive habitat areas for special-status fish and wildlife species. This purpose is consistent with the stated objectives of the approved Napa Plant Site Restoration Project, which included providing habitat for a broad range of marsh-dependent species as well as wildlife-oriented public access opportunities (URS Corporation 2006a).
