The Bicycle Master Plan (Plan) is the citywide, long-range policy document for promoting bicycling as a viable means of transportation and recreation in Oakland. It was adopted as a General Plan Amendment to the Land Use and Transportation Element (LUTE) of the Oakland General Plan. As part of the General Plan LUTE, the Bicycle Master Plan has the comprehensive scope and jurisdictional authority required to coordinate all bicycle-related plans, programs, and projects within Oakland in a manner consistent with regional, state, and federal guidelines.
