Modification of the existing No. 4 Crude Unit and Delayed Coking Unit to enable the refinery to increase heavy crude oil refining capacity with the potential for minor increases in product production volume and modifications to the existing No. 6 H2S Plant to increase reliability and fuel gas sulfur removal. The proposed project is expected to adversely affect air quality during construction and hazards and hazardous materials during operation.
