The project area lies approximately one mile west of the unincorporated town of Winchester, and adjacent to the easterly boundary of the City of Menifee, in west-central Riverside County. The project area is situated within the Winchester Valley, a rural area largely supporting rural residential and agricultural land uses. The project area zoning includes residential, agricultural, and specific plan.
Document Description
The Winchester Ranch Infrastructure CFD, is mainly being established for the benefit of property owners in and around the Winchester Hills Specific Plan (SP No. 293). The proposed Winchester Ranch Infrastructure CFD (project), as a whole, will fund the construction of public facilities such as potable water pipelines, an approximately 4 million gallon water tank, a 2,400 gallon per minute booster station, sewer pipelines, storm drain channels, reinforced concrete box storm drains, detention basins and debris basins, roadway improvements and traffic signals, parks, trails, monumentation and landscaping.
