Reasons for Exemption
Class 14 exempts minor additions to existing schools within existing school grounds, where the addition does not increase original student capacity by more than 25 percent or 10 classrooms, whichever is less. The addition of one double and two single portable classrooms, as shown in the attached site plan, would bring the total number of portable classrooms on site to four, an allowable expansion under the Class 14 exemption. The original design capacity for the school is 1,500 students; under the allowable 25 percent increase in student capacity the total number of students can not exceed 1,875 students. The total student enrollment with the addition of four portable classrooms would be 1,388, which is below the original design capacity of 1500. With the placement of four portable classrooms, six additional classrooms can still be placed on site, with the condition that the student capacity does not exceed 1,875 students. The addition of the portable classrooms will require minor site preparation work, but will not result in demolition of existing structures on site. There is no reasonable probability that the project will have a significant effect on the environment due to unusual circumstances because the site is already developed with an elementary and secondary school.
