Document Description
The Operator proposes to alter the streambed to repair erosion damage to the mouth of Alcatraz Creek to protect the Gaviota Terminal, an Arguello petroleum facility. The forebay facility, which includes electrical equipment, piping and pumps for salt water intake to the desalination plant, is in danger of being undermined and sea water may enter the underground storage area. The area is also an archaeological site. Rock rip-rap will be placed along the banks with large rock at the toe of the bank. The eroded areas of the creek will be filled with soil compacted to 90% under the rock rip-rap. Cultural deposits will be covered with a geo-fabric prior to the fill. A temporary concrete apron will be poured between the rock rip-rap and the culvert road crossing. The crossing will be replaced with the addition of a metal culvert, replacing an old brick culvert. The portion of intact brick culvert will be sealed with concrete, and the broken pieces shall be removed. Rock which was used for a temporary repair will be collected and used to protect the area which is in the surf/tide line.
