Reasons for Exemption
The Santa Ana Watershed Data Management System is an information gathering and planning activity and not considered a project under California Environmental Quality Act (CEQA) guidelines because it has no potential for causing a significant effect on an environmental resource [14 California Code of Regulations (CCR), Section 15306]. The project focuses on the integration of planning efforts from sources throughout the watershed. This project does not suggest the possibility of any future actions that may be implemented by the Santa Ana Watershed Project Authority (SAWPA) and/or other public agencies. SAWPA has not approved, adopted, or funded any suggested actions and therefore, this planning study is exempt under 14 CCR, Section 15262. Any potential project identified in this planning effort will be subject to independent review under CEQA guidelines. As this project is exempt no notice is required, nor is a hearing or opportunity to be heard required and no findings are required pursuant to 14 CCR, Sections 15061 and 15062.
