Reasons for Exemption
Class 1 consists of the operation of existing private structures that involve negligible or no expansion of use beyond that existing at the time of the lead agency's determination. The White Rock Dam is an existing private facility, the routine operation of which includes the seasonal installation of flashboards by the White Rock Club will be installing the same number of flashboards of the same height in the same locations on the dam as in previous seasons. As a result, the maximum size of the impoundment this season (i.e., up to 22 acre-feet) will be the same as in previous seasons after White Rock Club installs the flashboards.
