General Plan Amendments to the Land Use and Transportation Element (LUTE) which (a) remove the limitation in Policy A3 of the Land Use and Transportation Element that the General Plan may be amended no more than three times per calendar year; and (b) adopt language to clarify that competing policies in the Oakland General Plan do not necessarily result in a significant environmental impact under CEQA.
