Reasons for Exemption
Class 11 exempts construction or replacement of minor structures accessory to existing institutional facilities. The proposed project will be used to serve an accessory use. Specifically, the portable will be used to serve the existing AM/PM program at Lake Elementary School. The AM/PM program offers before and after school care and activities to school students. The addition of the single portable classroom will not increase the school population or the school capacity as it will serve an existing accessory use at the school. Because of the addition of the portable classroom is for accessory use, it is within the requirements for a Class 11 exemption. The addition of the portable classroom will not require demolition or new construction to occur on site, however, minor site preparation work will be required. There is no reasonable probability that the project will have a significant impact on the environment due to unusual circumstances because the site is already developed with an Elementary School.
