Document Description
The Yuba Accord is a comprehensive settlement resolving issues regarding instream flow requirements for the lower Yuba River, water transfers, conjunctive use of surface water and groundwater, and fisheries management. Yuba Water proposes to extend the Accord's Water Transfer Program beyond its current expiration date of December 31, 2025 through December 31, 2050 (Proposed Extension). The Proposed Extension will: (A) extend the expiration date 25 years, with a maximum transfer of 200,000 acre-feet per year from all sources, including reservoir storage releases and groundwater substitution; and (B) authorize extensions of the DWR Water Purchase Agreement (as amended), the Conjunctive Use Agreements (as amended), and the Water Transfer Option Agreement Between Contra Costa Water District, East Bay Municipal Utility District, and Yuba Water. Although no substantial changes to the Water Transfer Program are proposed other than its extension, Yuba Water, as lead agency, has chosen to prepare a supplemental EIR (supplement to the 2007 EIR) to evaluate the potential environmental effects of the Proposed Extension.
