Document Description
CDFW is intending to execute a Lake and Streambed Alteration Agreement pursuant to Section 1602 of the Fish and Game Code (#1600-2013-0289-R5) to the project applicant, NCA ECSO Escondido, LLC. The project will replace a vegetated stream bisecting the project area with an underground storm drain. Southern Willow Scrub and riparian oak woodland will be remove and replaced with an underground culvert that will pass storm water in order to construct a residential apartment complex on the property. The project will permanently impact 0.46 acre of bed, bank, channel, and riparian and/or wetland vegetation. Of the 0.46 acre, 0.37 acre is southern willow scrub and 0.09 acre is riparian oak woodland. The project will mitigate permanent impact through the purchase of Coast Live Oak Woodland credits and established mitigation bank as well as enhancing 1.72 acres of southern willow scrub within a 3-acre preserved stream area.
