Document Description
The PRC 421 oil wells and offshore lease area occupies State tide and submerged lands under the jurisdiction of the California State Lands Commission. Venoco, Inc., an independent oil and gas company, filed an application to return oil and gas Lease PRC 421 to oil production from an existing shoreline well that has been shut-in since 1994. The project includes using an existing pier, separating water and gas from produced oil at the existing Ellwood Onshore Facility in the City of Goleta, and decommissioning and removing a second well and associated pier adjacent to the production well. The California State Lands Commission action is considering the Recommissioning Plan to resume oil production from the existing shoreline well.
