Reasons for Exemption
Class 14 exempts minor additions to existing schools within existing school grounds, where the addition does not increase original student capacity by more than 25% or 10 classrooms, whichever is less. The approved site plan for the school includes up to 8 portable classrooms and a capacity of 784 students. A Class approved site plan for the school includes up to 8 portable classrooms or 993 students, whichever is less. There are currently 13 portable classrooms and 734 students on site. The addition of 4 portable classrooms would bring the total number of portable classrooms to 17, an allowable expansion under the Class 14 exemption. The addition of 4 portables would add 100 students to the school population, or approximately 25 students per portable classroom. This addition would bring the student population to 834 students, an allowable expansion under the Class 14 exemption. The original design capacity on a previously filed NOE, SCH# 2003118177, incorrectly stated the design capacity of the school at 690 students. The NOD for the school construction, filed August 20, 1996, is attached for reference. This NOD supports the 794 student original capacity. In conjunction with the placement of 4 portable classrooms, hard top paving will be added to a small portion of the existing play area. The addition of the portable classrooms will require minor site preparation work, but will not result in demolition of existing structures on site. There is no reasonable probability that the project will have a significant effect on the environment due to unusual circumstances because the site is already developed with an elementary school.
