- The applicant is proposing to modify an existing in-stream barrier that inhibits the up-stream migration of steelhead fish. The barrier, a perched culvert, creates an obstruction to fish passage. Erosion beneath the 4' x 4' box culvert's opening has created an approximately six foot drop from the culvert invert to the stream channel bottom. The pool at the base of the culvert is generally less than 1.5 feet deep and the stream channel is sandy and prone to incising. The applicant is proposing to remove the culvert and replace it with a three-sided clear span bridge. The stream channel will be re-graded and a boulder step-pool sequence will be installed to provide year-round fish passage and grade control. Upon the completion of grading work, an extensive re-vegetation plan will be implemented. In order to construct the proposed improvements, the applicant will construct a coffer dam out of sandbags, with pipes to convey any stream flows around the work area.
