Document Description
The Water Board proposes to adopt Resolution No. R3-2005-005; General Waiver of Waste Discharge Requirements for Reuse of Non-Hazardous Crude Oil Impacted Soil and Non-Hazardous Spent Sandblasting Aggregate on Active Oil Leases and Fee Properties (General Waiver). The proposed General Waiver establishes conditions under which certain oil-field materials may be reused and regulates the reuse of crude-oil impacted soils to protect waters of the State. Section 13269 of the California Water Code (CWC) authorizes the Water Board to waive waste discharge requirements (WDRs) for a specific discharge or specific types of discharges where such waiver is not against the public interest. The General Waiver would be in effect for five years beginning July 8, 2005.
