*NOE Rescinded. See Memo The proposed project proposes to provide 2 missing freeway connectors of an interchange. The ability to avoid the use of local surface streets in order to connect from one freeway to the other would improve the efficiency of traffic operations for both local and regional traffic and would facilitate the movement of people and goods.
