Document Description
The Removal Action Workplan (RAW) specifies cleanup procedures to be implemented at the proposed Normal Heights Elementary School for excavation, removal, and off-site disposal of lead impacted soils excavation and confirmation sampling activities are expected to occur over a 20 day period. Approximately 3,800 cy of contaminated soil will be excavated and hauled off-site from four localized areas. Based on the analytical results from the Preliminary Endangerment Assessment (PEA) investigation, lead levels ranged from non-detect to 1,700 parts per million. Results of the PEA further indicates that the excavation depths will not exceed 2 feet below ground surface (bgs) with most of the lead-impacted aea being excavated to a depth of 1 foot bgs. After the lead impacted soil is removed, confirmation soil samples will be collected to verify the specified cleanup goal has been achieved. The DTSC uses 255 mg/kg as the screening number based on the DTSC Lead Spread Model and school site guidance documents.

Reasons for Exemption
The activity is a minor cleanup action to be taken to prevent, minimize, stabilize, mitigate, or eliminate the release or threat of release of a hazardous waste or substance, with the removal action costing approx. $320,000. The approved RAW includes an Excavation Plan, Engineering Evaluation/Cost Analysis, Health and Safety Plan, Transportation Plan Equivalent, and Dust Control Measures. Fieldwork will be conducted utilizing these engineering, administrative, and work practice controls. The project will not have a significant effect on the environment because of the relatively small volume, short project duration, and the controlled manner in which contaminated soils will be excavated, loaded onto trucks, and taken off-site for disposal. The Site is not on the Hazardous Waste and Substances Sites List or in a sensitive cultural or biological resource area.
