Document Description
The purpose of this PIER contract is to development a low NOx Supplemental firing burner to reduce the emissions and improve the cost effectiveness of combined heat and power systems. This meets the PIER goal of improving the reliability, quantity, and sufficiency of California's electricity by significantly improving the cost effectiveness of the cogeneration of electricity and steam at industrial and large commercial and institutional facilities. This also meets the secondary PIER goal of improving the energy cost/value of California's electricity.

Reasons for Exemption
This PIER contract is exempt for two reasons. First, under Sec. 15301, the project will only esult in the minor alteration of an existing gas turbine and will not expand its use. The project will develop a new duct burner, and the burner will be field tested on an existing gas turbine. Secondly, under Sec. 15306, this contract is for basic data collection, research, experimental management, and resource evaluation activities that do not result in major disturbances to an environmental resource. The purpose of the field demonstration is to test and collect data on the burner being developed under this project. Because the new duct burner will make the gas turbine on which it is installed more efficient and less polluting, there should be an improvement, and not a disturbance, to the environment.
