Document Description
The Temporary Authorization allows Aerojet to temporarily store explosive and propellant hazardous waste beyond the one year time period in the Hazardous Waste Facilities Permit. Six hazard class 1 waste streams that have gone through the hazard test and 3rd party procedures and are currently under evaluation by the DOT for the granting of hazard classifications for the purpose of shipment to an approved off-site hazardous waste treatment facility. The 36 containers average approximately ten gallons in size. While the temporary authorization will allow storage of these wastes for up to 180 days, Aerojet has indicated that it desires to ship this material as soon as it is authorized and that some of the waste is likely to be shipped within a few weeks. Aerojet has also indicated that it is confident that it will be able to ship all of the waste within the allowed timeframe. As a condition of the authorization, DTSC is requiring Aerojet to prepare an evaluation of the lead time needed to schedule authorizations for future shipment of similar wastes to assure that they can be stored and shipped within the limits of their existing permit.

The project is minor in nature. The temporary authorization will not involve new hazardous waste operations, new construction or corrective measures. The explosives and propellants, mentioned above, are usually stored for up to one year in Building 03010 before being transported off-site to a hazardous waste treatment facility. The storage building is well secured with: (1) a chain-link fence with a lock on the gate, (2) a coded alarm system in order to enter the building and (3) a locked door to the building. The explosives and propellants are individually stored in hard cardboard containers. The containers are all located on pallets, which are placed in rows with appropriate emergency clearance between each row. The building itself is located in a secure area away from all occupied buildings. There is no indication that the materials are deteriorating or posing a greater risk as a result of their length of storage. The delay in their shipment was unanticipated and not within the direct control of Aerojet employees. The waste will not exceed the volume of explosive waste allowed within the storage area or affect the safety of the other materials stored within Building 03010. The facility is on the Hazardous Waste and Substances Sites List (January 2001) pursuant to Government Code, Section 65962.5 because of past practices involving hazardous materials generated in various locations throughout the facility. However, this listing is a result of past groundwater contamination that is not related to the explosive waste storage building. No known releases from Building 03010 have occurred. The temporary storage of this solid explosive waste in sealed containers within a building will have no effect on the status of the groundwater contamination.
