The City's General Plan was adopted on October 2, 2006. That same day, the City also certified an Environmental Impact Report (“EIR”) (State Clearinghouse No. 2005031151) for the General Plan, adopted a Mitigation Monitoring and Reporting Program, and adopted a Statement of Overriding Considerations.
Subsequently, the City prepared amendments to the City’s Housing Element 2023-2031 of the General Plan (“Housing Element 2023-2031 amendments”). An Addendum to the General Plan EIR was prepared to analyze potential changes in environmental effects associated with the Housing Element 2023-2031 amendments, including General Plan and zoning amendments to implement the Housing Element 2023-2031 amendments, as they relate to the analysis in the General Plan EIR.
The Addendum compared the environmental impacts resulting from the changes proposed as part of the Housing Element 2023-2031 amendments to the environmental impacts analyzed in the General Plan EIR. In particular, and in line with Public Resources Code Section 21166 and State CEQA Guidelines Section 15162, the Addendum assesses whether the Housing Element 2023-2031 amendments, as a policy and programs document, includes impacts not addressed or analyzed as significant effects in the General Plan EIR.
The Addendum concluded that no substantial changes are proposed in the Housing Element 2023-2031 amendments and there are no substantial changes in the circumstances under which the amendments will be undertaken that will require major revisions to General Plan EIR due to the involvement of significant new environmental effects or a substantial increase in the severity of previously identified significant effects. The Addendum also concludes that there is no "new information of substantial importance" as that term is used in CEQA Guidelines Section 15162(a)(3) necessitating additional CEQA analysis.
On December 5, 2023, the Goleta City Council took the following actions: (1) adopted the Addendum to the General Plan EIR, (2) adopted the Housing Element 2023-2031 amendments as described above, (3) adopted amendments to the General Plan to implement the Housing Element 2023-2031 amendments, and (3) introduced and conducted first readings of four ordinances amending Title 17 (Zoning) of the Goleta Municipal Code to also implement the Housing Element 2023-2031 amendments. These actions constitute the project for purposes of this Notice of Determination.
