Project consists of text amendments to the South Carlsbad Coastal Redevelopment Plan. Proposed amendments include a requirement that (1) development, in general, obtain a redevelopment permit; (2) specific utility uses may be permitted only under certain proposed circumstances (note that these uses are consistent with those already permitted by zoning in the redevelopment plant); and (3) all projects underground utilities when physically and economically practicable.
