CCR 15301 exempts from CEQA review the repair, maintenance, or minor alteration of existing facilities which involve negligible or no expansion of use beyond existing conditions. The Elephant Seal Overlook Trail has existed as a public pedestrian trail and viewing facility since the mid-1990s. The proposed project involves minor re-route of the trail head, re-grading along the existing trail path to reduce trail erosion and increase accessibility to those with disabilities, and to establish boundary for the viewing area.
