Document Description
The Vallejo Sanitation and Floor Control District (VSFCD) is proposing to construct various odor control improvement to their existing wastewater treatment plant (WWTP) to reduce odors from hydrogen sulfide and organic compounds to essentially non-detectible levels. The proposed project includes minor construction improvements to the existing WWTP which includes: a Secondary Treatment Odor Containment and Scrubbing System; a Solids Loading Facility Odor Control Containment and Scrubbing System; and a New Recycle Pump Station. In addition, the VSFCD is also proposing to construct a small underground structure to serve as a training facility for VSFCD personnel as well as a new 13,000-gallon, above ground, storage tank to store liquefied natural gas on-site to serve as back-up fuel for VSFCD's existing natural gas-fired engine generators.

Reasons for Exemption
The proposed project is for the construction and location of limited numbers of new, small facilities or structures and/or new equipment at an existing facility to help reduce odors. The capacity of the existing WWTP will remain the same. The liquefied natural gas storage tank will be designed to meet all pertinent National Fire Protection Association requirements as well as be permitted in accordance with the local hazardous materials management requirements of the Solano County Environmental Health Department and the Vallejo Fire Department. The proposed project qualifies for a Class 3 Categorical Exemption under CEQA guideline 15303.
