Public Resolution Code 26601 says improvement made under the GHAD law "are deemed be specific actions necessary to prevent or mitigate an emergency within the meaning of paragraph (4) of subdivision (b) of section 21080." That statutory reference is to the "emergency" exemption of CEQA. Thus, PRC 26601 exempts projects undertaken by Geological Hazard Abatement Districts.
