Document Description
The Proposed Project is a City-initiated capital improvement project to widen Orangewood Avenue from a five-lane roadway to a six-lane divided facility to provide expanded bicycle and pedestrian access from the Santa Ana River to just east of State Route 57 (SR-57) at the SR-57/Orangewood Avenue interchange. The Proposed Project would also include a water pipe line connection in Orangewood Avenue right-of-way, generally beginning at Rampart Street and ending to the east at Eckhoff Street. In addition, the Proposed Project includes a change to the jurisdictional boundaries between the City of Anaheim and the City of Orange, west of the western levee of the Santa Ana River, north and south or Orangewood Avenue. This proposed reorganization includes amendments to the Anaheim General Plan, Anaheim Zoning Map, and PTMLUP, and other related documents to reflect the new City boundary and potential future use of the affected property.

The approximate 820-acre Platinum Triangle is located at the confluence of the Interstate 5 (I-5) and the State Route 57 (SR-57), in the City of Anaheim in Orange County, California. The project area is located generally east of l-5; west of the Santa Ana River Channel and SR-57; south of the Southern California Edison easement; and north of the Anaheim City limit. The Platinum Triangle includes the Angel Stadium of Anaheim, Honda Center, the Grove of Anaheim, and surrounding light industrial buildings, industrial parks, distribution facilities, offices, hotels, restaurants, residences and retail uses. The Proposed Project is west of, the SR-57/Orangewood Avenue interchange, approximately 0.63-mile east of l-5. Specifically, the Project Site is located in the City of Anaheim and the City of Orange, within Orange County Flood Control District (OCFCD) rights-of-way. The municipal boundary for the cities of Anaheim and Orange is along the western right-of-way bounda,y of the Santa Ana River. Although the Project Site is in both the City of Anaheim and the City of Orange, the City of Anaheim is the Project sponsor, and the Lead Agency for the purposes of CEQA. The SR-57/Orangewood Avenue interchange serves as a major gateway to the City of Anaheim and the Project would serve future increases in vehicles in the Project areas because of future development of Platinum Triangle in the City of Anaheim. The subject properties are located within City of Orange along the Santa Ana River from approximately 1,000 feet south of Katella Avenue to 1,000 feet south of Orangewood Avenue, east of the Anaheim/Orange city boundary to the top of the western levee of the Santa Ana River.
