The Santa Clara River is regarded as the largest relatively natural river system in Southern California. The River flows approximately 100 miles from its headwaters near Acton in the San Gabriel Mountains westward through Los Angeles and Ventura counties to its delta between the cities of Ventura and Oxnard. The Upper Santa Clara River sub-watershed, where the project is located, consists of approximately 680 square miles of mostly rugged topography and natural land with some mixed developed areas.
