Document Description
The permit modification adjusts the groundwater monitoring program for the closed surface impoundments, updates the groundwater sampling and analysis plan, and modifies the language in the post closure permit. DTSC issued a Post-Closure Hazardous Waste Facility Permit for the post closure care of five closed surface impoundments on SSFL Area I/III in April 1995 that included groundwater monitoring programs. Monitoring of the closed surface impoundments under post closure care is necessary to comply with California regulations. The permit modification designates sampling locations, including existing wells and one new well, to bring the monitoring program in compliance with current regulations. It also changes the frequency of sampling and expands the list of constituents to be sampled.

Reasons for Exemption
1. The changes proposed consitute minor changes to the overall facility post closure and monitoring. Only one new well will be drilled. It will be installed in an area already impacted by industrial use, closed surface impoundments, and amidst an extensive groundwater monitoring well field consisting of over 400 monitoring wells. The other proposed wells already exist and are sampled as part of other groundwater monitoring programs. 2. The new monitoring wells will not be used for water extraction purpose and, therefore, will not impact the groundwater flow, gradient or quality, which is already impacted with industrial chemicals. 3. The groundwater throughout SSFL is not used for drinking water, nor is there a public drinking water supply nearby. 4. Changes in the GWSAP do not substantially change the groundwater monitoring that will occur at the site. They simply modify the location of some sampling points and make the sampling procedures consistent with those used throughout the facility.
