Reasons for Exemption
Class 11 exempts construction of minor structures accessory to existing institutional facilities, including but not limited to (a) on-premise signs; (b) small parking lots; and (c) facilities for public use. Tesoro High School currently has a 123 parking area, including 10 handicapped stalls, located on the far west boundary of campus. The project proposes an additional parking area that would temporarily serve to alleviate the escalating parking shortage at Tesoro High School. The proposed project includes the installation of a temporary 135-stall parking lot to be located on an existing football practice field, along the western border of the school site. Construction activities would not include any grading, but would be limited to laying decompressed granite, or other appropriate pervious material. No impacts to any resources are anticipated due to the proposed project being contained on an existing ball field within the existing high school boundary, which presently observes a generous set back from any natural habitat including Coastal Sage Scrub and riparian communities. The parking area is temporary, and its intended uses do not necessitate any additional lighting. The proposed construction activities would not impact the school population, as construction is scheduled for the school's winter break, commencing December 20, 2004 and ending January 2, 2005. The proposed temporary parking lot would function to serve an existing student need and will not increase the student population. Once installed, the temporary parking lot would be carefully examined to determine whether the additional parking provided to the school site would adequately serve the existing traffic and circulation issues at the school. There is no reasonable probability that the project will have a significant effect on the environment due to unusual circumstances.
