Document Description
The Conservation Ordinance provides guidelines and specific voluntary and mandatory conservation measures which may be invoked upon occurrence of a water emergency due to drought or failure of water supply from a variety of causes. The beneficiaries of the Conservation Ordinance include the ratepayers of the Yuima Municipal Water District and other users of water from the California State Water Project, the Colorado River, the Metropolitan Water District and the San Diego County Water Authority.

This exemption applies because the probability of one or more of these occurrences is high in the short term.
